Large wealthy animal rights groups convinced Senator Martinez, the Chair of the Domestic Animal Welfare Committee on the NYS Senate, to vote NO on CAPA legislation (See NYS Animal Legislation). This, even though its provisions are based on common sense. It should not be a point of controversy to require the NYC ACC and other pounds to take a few extra steps to see to it that animals are adopted rather than killed.

Senator Martinez has been lobbied hard against CAPA by multiple pro-kill lobbying groups -
the ASPCA, Allie Feldman's Voters for Animal Rights (VFAR), and Libby Post's New York State Animal Protection Federation (NYSAPF). Also the Humane Society of NY and US (HSUS); American Humane Association (AHA); Best Friends.

Well known animal organization are pro-killing and oppose shelter reform.
