Pass CAPA Legislation in New York
Stop the Killing of Healthy & Treatable Animals


CAPA is model humane legislation based on the No Kill Equation that would make it illegal for New York State and New York City (including its pound NYCACC), to kill healthy, treatable animals. CAPA is designed to legislate No Kill. It would improve the standards of care that animals receive in shelters, and would force New York pounds to exhaust all options before killing. No animal would be killed unless irremediably suffering or severely dangerous. Euthanasia should be an act of compassion.

New York City residents do not have a shelter they can trust.
CAPA will force the ACC (NYCACC) to follow the No Kill model, which calls for the public to be educated and to be involved. In the current scenario of killing in NYC, much of the public stays away from the ACC.


Ruby was killed by NYCACC.



Many worked hard to rescue Ruby and were heartbroken when she was killed.


CAPA and the No Kill Equation

A few of the commonsense and humane provisions of CAPA:
No killing with available kennel space;
No killing without checking to see if a foster home is available;
No killing without making animals available to rescues;
No killing unless a behaviorist determines that a dog is truly vicious to people;
No killing unless a licensed vet determines that an animal is medically untreatable.

CAPA works everywhere it's been implemented, and only requires shelters to take a few extra steps to see to it that animals are adopted rather than killed. These are common sense steps that shelters should already be doing. CAPA would cost NY State taxpayers nothing to implement.
